1- What is the purpose of Resolution 9/2025 Regulation of the National Registries of Serial Publications and Websites?

-The regulation, organization, and operation of the National Registries of Serial Publications and Websites, which are attached to the Directorate of Serial Publications and Websites of the Institute of Information and Social Communication, hereinafter referred to as Registries.

2- Who is subject to this regulation?

-State bodies, agencies, and entities; political, mass, and social organizations; media organizations; and other natural and legal persons, both Cuban and foreign, who reside in the country permanently or temporarily and own serial publications or websites, in accordance with the provisions of Articles 28 and 29 of Law 162/2023 on Social Communication.

3- What are the specific principles of these Registries?

a) Uniqueness: Each entry has a unique identification number that allows it to be identified. This number must be included in related documents.

b) Legal validity of e-documents: E-documents signed by registrars, databases, and files containing published information have the same legal validity and effectiveness as original documents and paper books, in accordance with the provisions of current legislation.

c) Protection and security of information: ICS guarantees custody, preservation, and integrity of the entries and other information in these Registries.

d) Semantic interoperability: The nomenclatures and classifiers established by the National Office of Statistics and Information are mandatory for both registers, where applicable.

e) Computerized management: The operation of the Registries is based on simplifying, unifying, speeding up, making more relevant and secure the services they provide, as well as achieving interoperability between ICS departments and recipients of the information in order to effectively manage them.

4- What are the sections of the National Registry of Serial Publications?

a) Printed serial publications.

b) Digital serial publications.

c) Foreign serial publications.

4.1-The National Registry of Websites has a section called “Websites”.

4.2-Those owners with projects for printed and digital serial publications and websites register them in the appropriate section and submit them in a single application letter.

5- What is the nature of registration, and who processes it?

-Registration is national in nature and is processed by media owners in the media sector through the Serial Publications and Websites Directorate of ICS.

6- How are the procedures for registering, revalidating, certifying, modifying, temporary suspending, and canceling a serial publication or website carried out?

-They are carried out online through ICS website. The documents required for these procedures must be digitally signed in accordance with current legislation.

7- What does the Regulation establish regarding entries in the Registries?

-Entries in the Registries are presumed accurate and truthful and have administrative and legal effects unless a competent court declares otherwise.

8- What is registered in the National Registries?

-Serial publications and websites that comply with the Directorate of Serial Publications and Websites’ evaluation procedures are registered in the National Registry of Serial Publications and the National Registry of Websites, respectively.

8.1-Each registration is assigned a unique registration number that is reflected in the Certificate of Registration.

8.2-The registration number is displayed on the cover or masthead of serial publications, as well as on the home page of websites.

9- How is an application for registration in the Registries made?

-The subjects defined in question 2 -owners of social media outlets in the media sphere- submit the registration application to the Directorate of Serial Publications and Websites. The application must be accompanied by the documents established in Article 24, section 2 of Decree 101/2024 «Regulation of Law 162 on Social Communication.

9.1-Importers, publishers, or legally recognized representatives in the country  who are responsible for foreign serial publications must submit an application as specified in Article 28 of the Decree.

9.2-In the event that the owner is a natural person coordinating a local development project, the application for registration of serial publications, websites, or both must be accompanied by a guarantee that legitimizes the communication, social, or economic interest related to the project, issued by the relevant municipal or provincial authorities, in accordance with the regulations for the strategic territorial development management.

10- Who is responsible for registering publications in the Registries?

-The owner of the media outlet is responsible for registering serial publications, websites, or both.

10.1-When serial publications, websites, or both are edited or managed by joint ventures or Cuban entities associated with foreign entities, The Cuban part carries out these procedures.

10.2-In the case of foreign serial publications in print that request authorization for importation or printing in the country for circulation within the national territory, the procedures are carried out by the marketers, publishers, or representatives of the Cuban part linked to the foreign institutions responsible for the publication that are legally accredited in the country.

11- How is the registration process carried out?

-The person in charge initiates the Registration File with the documents provided by the interested part. If deemed necessary, they arrange for relevant verifications to be carried out.

12- What happens after the registration application is approved?

-When the registration application is approved, the applicant is notified and has up to ten business days to make the payment. Once the payment is made according to the fee established in the Sole Annex to this Resolution, which is an integral part of it, the entry is made in the corresponding registration book.

12.1-If the applicant fails to make the payment within 20 business days after being notified of the approval, the Directorate of Serial Publications and Websites will suspend it.

12.2-The director of Serial Publications and Websites will issue the registration certificate within ten business days after the entry is made.

12.3-The rights inherent in registration in the Registries only have legal effect once the Certificate of Registration has been issued.

13- What should be done if the registration application is denied?

-In cases where an registration application is denied, the director of Serial Publications and Websites shall notify the applicant, whether an individual or legal entity, in writing. The notification must state the reasons for the denial and be sent withing the time frame established in Article 25, section 1 of the Decree.

13.1-The decision may be appealed in accordance with the provisions of Law 162 on Social Communication.

14- Which serial publications are considered eligible for registration?

-Supplements and special editions of a serial publication that are only published irregularly due to their temporary nature. These are assigned a temporary registration number and are subject to the fee established in the Sole Annex to this Resolution.

15- How are printed editions in other languages that are identical to another edition considered the registered base edition?

-They are registered as independent serial publications.

16- Which websites are considered subject to registration?

-Those that are managed irregularly due to their temporary nature are assigned a temporary registration number and are subject to the fee established in the Sole Annex to this Resolution.
