These Regulations aim to regulate, organize, and operate National Registries of Serial Publications and Websites, which are under the jurisdiction of the Directorate of Serial Publications and Websites of the Institute of Information and Social Communication, hereinafter referred to as the Registries.

These Regulations apply to State bodies, agencies, and entities; political, mass, and social organizations; media organizations; and other natural and legal persons, Cuban and foreign, who are permanently or temporarily residing in the country and who own serial publications, websites, or both, pursuant to the provisions of articles 28 and 29 of Law 162 "On Social Communication," hereinafter referred to as the Law.
