Legal Framework

The Law on Food Sovereignty and Nutritional Security is the legal instrument for the Plan bearing the same name. It consists of 9 Titles, 24 Chapters, 101 Articles, and 4 Final Provisions.

Among its core objectives is the regulation of the organization of sovereign and sustainable local food systems, the designation of the local food system as the central axis for achieving food sovereignty, and the guarantee of the right to food for all people in a sustainable manner.

Likewise, it aims to improve the processes of food production, transformation, commercialization, and consumption, based on the capacities of each territory.

It provides for the development of diagnostics and plans aimed at meeting the population’s nutritional needs; the design, implementation, and evaluation of strategies to prevent food loss and waste within local value chains; and the coordination of sustainable implementation of quality and safety management systems, using risk analysis and a value chain approach, among other measures.

Known as the SSAN Law, for its Spanish acronym, it seeks to achieve food sovereignty, strengthen nutritional security, and progressively guarantee the right to food in Cuba.
