Policy for Addressing Demographic Dynamics in Cuba

Legal Framework

Demographic dynamics impact all spheres of the country’s economic and social life, from families to institutions. This requires the joint effort of all sectors to understand that the population is a nation’s most valuable resource and, therefore, both the subject and object of development.

Attention to demographic dynamics has been monitored since the 1970s, and more recently, as part of the Guidelines of the Economic and Social Policy of the Party and the Revolution, approved during the 6th, 7th, and 8th Congresses of the Cuban Communist Party (PCC).

In 2012, the Government Commission on Demographic Dynamics was established, and in October 2014, the Policy for Addressing Demographic Dynamics was approved. It was updated in 2022 by the Political Bureau of the Party.

This policy seeks to place the analysis of indicators such as mortality, fertility, and their social impact at the center of government management and policy design, ensuring that each municipality and province is equipped to make informed and strategic decisions for national development.

👶🏽Fertility: We encourage birth rates to approach population replacement levels, with particular attention to adolescent fertility, a pressing social issue that must be reversed.
👵🏽Population Aging: With over 20% of the population aged 60 and over, we promote their active participation in the economy and society.
🛠️Employment: We support the labor integration of all individuals fit to work, which is vital for national defense and economic progress.
🚀Migration: We address the causes of migration and promote the participation of Cubans living abroad in socio-economic development processes.
🔍Local Analysis: The updated policy includes a territorial and local approach, integrating demographic analysis into the development of strategic plans.
