Registries of Serial Publications and Websites
With the aim of diagnosing and registering the publications circulating in the country, the Directorate of Periodical Publications (DPP, for its Spanish acronym) was created in 1986 under the Ministry of Culture.
Later, in 1989, with the establishment of the Cuban Book Institute through Resolution No. 33/89, the DPP became part of its structure with similar functions, strengthening its focus on serial publications and their potential readership.
In the early 1990s, the country’s publishing activity declined. However, with the first signs of economic recovery, various types of publications emerged that did not undergo registration. Therefore, in 1997, through Resolution 81/1997 issued by the Minister of Culture, the National Registry of Serial Publications (RNPS, for its Spanish acronym) was created (in paper format).
Subsequently, to facilitate the dissemination of these publications in electronic format, Resolution 56/99 was issued by the Minister of Culture, establishing within the Registry the Section for Electronic Serial Publications.
With the increasing use of the INTERNET in Cuba, the emergence of numerous websites in the social communication landscape, and the approval of the Policy for the Dissemination of Content on the Internet, the National Registry of Websites was created in 2009 through Resolution 72 of the Minister of Culture, also under the DPP.
The creation of the Institute of Information and Social Communication (ICS) in 2021 and the subsequent approval on May 25, 2023, by the National Assembly of People's Power of Law 162/2023 “On Social Communication,” led to the transfer of the DPP from the Ministry of Culture to the ICS. It now operates as the Directorate of Serial Publications and Websites, a central body subordinate to the General Directorate of Media Communication.
It should be noted that the new regulations establish that all holders of social communication media within the media sphere are required to register them in the National Registries designated for such purposes.
Accordingly, the National Registry of Serial Publications is responsible for the registration process of serial publications owned by natural or legal persons with permanent or temporary residence in the country.
A Serial Publication is defined as: Any publication intended to be issued indefinitely, under the same title, in successive parts, each with numerical or chronological ordering, regardless of its designation, periodicity, or other characteristics. (e.g., bulletin, magazine, newspaper, yearbook)
Meanwhile, the National Registry of Websites handles the registration of websites managed by natural or legal persons with permanent or temporary residence in the country.
A Website is defined as: A collection of electronic files and web pages with diverse content in the public digital space, including a homepage with a specific domain name and address. It is created and used by natural and legal persons and accessed through services provided by the authorized public operator. Its content reflects the communication interests of individuals, institutions, companies, media organizations, or other entities.
Following the enactment of 162/2023 “On Social Communication” and its complementary regulations, the following registration procedures will be carried out:
- Registration of Serial Publications and Websites
- Literal certifications of registration and/or information contained in registration files
- Updating of registration information
- Temporary suspensions or cancellations of registrations
- Advisory services related to the registration of serial publications and websites
Registration of serial publications and websites in the corresponding registries is a prerequisite for:
- Applying for ISSN registration
- Requesting accreditation as a scientific publication
- Requesting authorization to use the Country Trademark
- Contracting advertising and sponsorship
- Contracting hosting and web hosting services with legally recognized providers in the country
