CONSTITUTION OF THE REPUBLIC OF CUBA

The Constitution is the highest legal authority in the State. Everyone is obliged to comply with it. The actions of State bodies, its directors, officials, and employees, as well as those of organizations, entities, and individuals, must be in accordance with its provisions.
The Constitution establishes Cuba as a socialist state of workers that is independent and sovereign. It is organized with “all and for the good of all” as a unitary and democratic republic for the enjoyment of political freedom, social justice, individual and collective welfare, and human solidarity.

DECREE-LAW No. 41 ON THE CREATION OF THE INSTITUTE OF INFORMATION AND SOCIAL COMMUNICATION

Decree-Law No. 41 on the Creation of the Institute of Information and Social Communication.

Through Decree-Law 41/2021, the Council of State of Cuba established the Institute of Information and Social Communication. The Institute’s mission is to conduct and control the Social Communication Policy of the State and the Government.
The legal text was published in the Ordinary Official Gazette number 96 and states that the new institution will be an Agency of the Central Administration of the State and that the Cuban Institute of Radio and Television, as an OACE, is extinguished.

LAW No. 162 ON SOCIAL COMMUNICATION

Law 162/2023 of Social Communication regulates the strategic and integrated management of social communication processes in organization, media, and community spheres. It also establishes operating principles for all media.
Adopted by the National Assembly of People's Power in May 2023, the law addresses the design of visual and industrial communication, the country brand's image, advertising and sponsorship, and communication on public roads. It also contains chapters on research, development, and innovation; training; preparation; improvement; and professional organizations in the field of social communication.

DECREE 54/2021 ON THE COUNTRY BRAND OF THE REPUBLIC OF CUBA

The country brand is an official sign owned by the Cuban state. It is a red triangle with a white star in the center and the word "Cuba" in blue with a capital "C."

Adopted by the Council of Ministers, Decree 54/2021 establishes the Cuba Country Brand and the regulations governing its use and functions.

The Decree also establishes the Country Brand Council, which is responsible for authorizing the use of the brand and regulating its promotion, national and international protection, administration, control, and defense. The council is also responsible for implementing measures in case of infringement.

COUNTRY BRAND GRAPHIC GUIDELINES MANUAL

The Country Brand Graphic Guidelines Manual establishes rules for using this official sign in various applications and regulations for its graphic implementation.

Rigorous application of these guidelines ensures the correct maintenance of the Country Brand's visual identity and accurate recognition in each appearance.

LAW 167/2023 AND DECREE 112/2024 ON THE SYSTEM FOR PROCESSING COMPLAINTS OF THE PUBLIC

This is the first regulation of its kind in the country that will standardize the processing of citizens' demands to institutions at the national level.

The institutions are responsible for attending to, listening to, solving, following up on, and verifying people's satisfaction.

The Law and its Regulations reinforce the idea of achieving transparent, agile, effective, and efficient public administration. This is in accordance with Guidelines 195 and 201 of the Economic and Social Policy of the Party and the Revolution (2021-2026) and Work Objective No. 16 of the First National Conference of the Communist Party of Cuba (PCC).
